Grantmaking Policies

The Peninsula Health Care District's ad hoc Service Agreement Advisory Committee and Board of Directors has developed a series of policies to guide its decisions regarding the allocation of the philanthropic resources with which it is entrusted. These are:

  • Program versus general support. Though its Community Health Grants Program, the District will seek to support specific program efforts and activities targeting the program funding priorities identified for each funding cycle. The District will generally not consider applications for general institutional operating support nor for deficits. Programs to be considered for District funding must be specific with respect to outcome, programmatic milestones, interventions, time frame, funding sources, sustainability (if appropriate), evaluation methods, and specification of accountability.

  • Grant size. The Peninsula Health Care District anticipates that no more than twenty percent of the resources available for the Community Health Grants Program will be committed to any single project or organization in any given funding cycle. The Community Health Grants Program will generally consider applications that seek program support in the range of $25,000 to $75,000 annually. Agencies that have demonstrated an exceptional record of achievement and provide services that meet the priority goals of the District may be awarded grants that exceed this limit.

  • Multiple year grants. The District recognizes the need for organizations and programs to plan effectively in an uncertain fiscal environment. Accordingly, the District will consider proposals for program grants of up to three years in duration. For Multiple year grants, annual grant distributions will be contingent upon the grantee meeting clearly defined and measurable process and outcome objectives, and, for some grants, the results of independent evaluation.

  • Frequency of fund distribution. The Peninsula Health Care District envisions an annual funding cycle and may use quarterly distributions based on grantee progress reports.

  • Capital grants. Requests to the Community Health Grants Program for capital improvements and equipment will be considered if the request meets all other grantmaking considerations.

  • Retain flexibility in funding policies, priorities, and protocols. The policies delineated in this document represent the initial policies of the Peninsula Health Care District . The Service Agreement Advisory Committee is committed to making the most effective use of its philanthropic resources. Accordingly, the Board will, from time to time, make changes in policies and priorities to ensure the maximum effectiveness of these public benefit resources.

  • Public process. Because it is constituted as public healthcare district, proposals and support materials submitted to the Community Health Grants Program will become publicly-available documents. All discussions of proposals and all final decisions on applications will necessarily become a matter or public record.
