Principles
The Community Health Grants Program
will support established, effective nonprofit 501(c) (3) healthcare
programs and services. This means that the Peninsula Health Care
District will seek to fund those programs with the greatest potential
for affecting positive improvements in the District’s priority
health funding areas. In order to guide the grantmaking activities
of the District, the ad hoc Service Agreement Advisory Committee and The Board of Directors have adopted the following
grantmaking principles:
- Maximizing leverage. The Peninsula Health Care District
will seek to support nonprofit community-based programs and services
which can use District funds to leverage additional moneys or
other forms of program or organizational support which amplify
the impacts of the District’s resources.
- Encouraging Community collaboration. The Peninsula Health
Care District aims to support programs and services which incorporate
results-based collaborations among community agencies, local government,
and the private-sector, where appropriate, to improve the health
of the District’s residents.
- Working collaboratively with other funders. The probability
of affecting improvements in the health and well-being of the
District’s residents will be increased if the Peninsula
Health Care District is able to work in effective, program-focused
collaborations with other local funders and with local, regional
and national healthcare initiatives.
- Setting need-driven funding priorities. The allocations
of the Peninsula Health Care District resources through the Community
Health Grants Program will be governed by an articulated set of
health-related funding priorities that are driven by the health
needs of the District community. Research projects will not
be eligible for funding through the Community Health Grants Program.
- Investing in successful, competent, promising programs and
avoiding duplication. The Community Health Grants Program
funding decisions will be guided by a strong commitment to support
those nonprofit programs, services, and agencies which have demonstrated
track records of producing successes and impact in their work
as well as those programs with highest probability of meeting
their defined goals and objectives. The Peninsula Health Care
District Board of Directors is equally committed to preventing
duplication of services and programs and will encourage collaboration
and related strategies to ensure the most effective use of community
health resources.
- Ensuring demonstrable impacts. The programs, services,
and nonprofit agencies considered for funding by the Peninsula
Health Care District must be able to demonstrate the specific
health-related outcomes of their proposed projects. In the selection
of the grantees, the District Board will give considerable weight
to those organizations with the capacity to produce and measure
individuals, family, organizational, and/or community -level impacts.
- Seeking economies of scale. Whenever feasible, the Peninsula
Health Care District will support those non-profit programs and
organizations which are able to achieve economies in the delivery
of services. The District will seek to build on successful programs
and add resources to effective, results-focused interventions.
- Supporting the Peninsula Health Care District. The Peninsula
Health Care District will emphasize in its grantmaking those programs
and services which directly or indirectly support the mission
of the Peninsula Health Care District as a key community health
resource.
