Procedures
The Peninsula Health Care District Service Agreement Advisory Committee will work to develop
a grantmaking process that is accessible, objective, fair, and efficient.
In developing this process, the District will aim to balance the
need for public accountability with the need to make the grantmaking
program accessible to all community organizations. The following
are the core elements of the Community Health Grants Program:
- Letter of intent and invited applications. In order to
minimize the application burden on prospective applicants, the
District will employ a two-step process. The first step will be
a letter of intent describing the proposed project. After carefully
reviewing all letters for consistency with the policies and principles
described in this document, the District will extend invitations
for full proposals. The full proposals will be reviewed in
a fully competitive and objective process using grantmaking principles.
- Annual funding cycles. Funding will occur annually. The District
may at its discretion modify funding cycle and fund distribution
to meet specific program needs.
- Decisionmaking and accountability. The Peninsula Health
Care District’s Service Agreement Advisory Committee and Board of Directors retains full public accountability
for all of its activities, including the investment and use of
these public benefit funds. The Board has sole responsibility
and authority for the allocations of funds. The grantmaking decisions
will ultimately be made by the District’s Board of Directors, making
use of the recommendations of the Service Agreement Advisory Committee. The Board also adhered
to the conflict of interest and all other policies as mandated
in the California Heath Care District Code.
