| Public Process
Prior to the District Board vote, the earlier version of the agreements, known as the Draft Definitive Agreements (DDA), were presented to the public for comment. A series of six special Board meetings were held by throughout the District in order to solicit comment from District residents at which time District Board members and Counsel answered the public’s questions and concerns about the DDA.
Additionally, the San Mateo County Board of Supervisors, Senator Jackie Speier, and the San Mateo County Counsel also reviewed the agreements in order to ensure the best deal possible for the District.
As a result of this public review process, four main points were altered in the agreements to strengthen the District’s position including:
- Greater District Control of the Lease Agreement
- More Time for the District to Secure Financing to Buy the New Hospital if MPHS Decided to Sell the Hospital Before the Lease Term Was Up
- Active Approval Would Be Required By the District Board for Any Changes to Project
- Allowing the District to Maintain the Right to Use Eminent Domain
These changes to the terms of the new hospital agreement, all favorable to the District, and improvements over the earlier agreements, are reflected in two supplemental documents to the DDA: the Restructured
